On April 18th, we took part in the conference organized by our Chair’s partner Fonds B, the Foundation la France s’engage, with the participation of our Chair “Finance for innovation”. The conference deepen the development of Social Impact Bonds in France. A large diversity of actors directly involved in the field on France shared feedback and perspectives about their experience with the audience.
A first round table had put together the stakeholders that have developed two of the firsts French SIBs. On the investor’s side, they told us how they met the social deliver of the project and the various steps that permit the achievement of the contractualisation with the commissioners, for both SIBs and French national public agency. All participants underlined the importance of the indicator’s decision-making phase, with many issues to find the good way. However, like one of the commissioner highlighted, this crucial step had permitted to put forward some dynamics of the private-public relationship, thanks to the collaboration of the multiple stakeholders permitted by the SIBs. The social delivers had globally presented this experience with a positive regard while noting the weight that this first experimentation demanded on terms of time and energy. A hope to simplify the process of contracting had been exposed by all the participants.
The others parts of the conference were dedicated to two speeches of public agency representatives, who shared feedback about the impact of the SIB model on the public action and some general perspective that englobed the SIBs on an national strategy to support social innovation. We also had the opportunity to listen to the presentation of some social projects on the way to finalised the contractualisation of others two French SIBs.
